Lujan Says Bribery Allegations “Completely False”

Guam – Guam Attorney David Lujan says that allegations that he bribed Judges to secure favorable rulings during his represenation of DHL heir Junior Larry Hillbroom are “completely false.”
The allegation appears in a declaration filed in Los Angeles District Court in connection with a legal malpractice suit filed by Hilbroom against Lujan.
That declaration was made this past January by Attorney Keith Waibel, the former guardian and trustee of the Junior Larry Hillbroom Trust.
In the declaration Waibel states: “I was recently deposed and testified that Lujan had told me that he used funds from the Trust to bribe judges in order to secure favorable rulings in the probate and guardianship proceedings concerning Junior.”
Today, Lujan said “Waibel’s scandalous and false remarks are a cowardly attempt to cast unfounded doubt upon my actions and the judiciary.”
Lujan had originally indicated that he would sit for an interview with PNC News, but today opted for a written statement.
In his statement Lujan goes on to accuse Waibel of failing “to disclose during that same deposition that he had to admit that several core allegations contained in his pleadings were false. For example, he alleged that he met with me in Hawaii and that he transferred money to me while there. He admitted under oath that his allegations were untrue.”
Lujan says that “It is believed” that Waibel made the same allegations that Lujan bribed judges before two Federal Grand Juries and Lujan says that those Grand Juries did not return a single indictment “against me or anyone on my legal team or against any member of the judiciary. “The conclusion” states Lujan, is that “an independent determination was made that there is not a shred of truth to Waibel’s self serving allegations.”
Lujan calls Waibel’s conduct the actions of a “desperate man, trying to hide his deficiencies as a trustee for Junior Larry Hillbroom.” And he accuses Waibel of ” unethical, poor, and questionable decisions” which resulted in the squandering of Junior’s inheritance.
In a final blow, Lujan says that Waibel, ["once he became Junior's Trustee"] started acting like Junior’s father, DHL Founder Larry Hillblom, “in his lust for young girls in the Pacific and Asia.”

On Thursday, May 27, 2010 allegations were made by Keith Waibel that claimed that I received money from the Junior Larry Hillbroom Trust to “bribe judges.” These allegations are completely false.
Waibel’s scandalous and false remarks are a cowardly attempt to cast unfounded doubt upon my actions and the judiciary.
In January of this year, Waibel testified at a deposition to the remarks contained in his Declaration. What Waibel failed to disclose that during that same deposition he had admitted that several core allegations contained in his pleadings were false. For example, he alleged that he met with me in Hawaii and that he transferred money to me while there. He admitted under oath that his allegations were untrue.
To cover up his false allegations, Waibel, submitting various checks as exhibits, now claiming that the funds included requests for bribes for judges. What Waibel failed to say is that Federal Grand Juries in the CNMI, Guam and Los Angeles were convened to investigate the circumstances surrounding the Larry Hillblom matter. It is believed that Mr. Waibel appeared on at least two occasions before two of those grand juries. Waibel made similar allegations of bribing judges against me. The result of those multiple Federal Grand Juries was not a single indictment returned against me or anyone on my legal team or against any member of the judiciary. The conclusion is that an independent determination was made that there is not a shred of truth to Waibel’s self serving allegations.
Mr. Waibel’s conduct is one of a desperate man, trying to hide his deficiencies as a trustee for Junior Larry Hillbroom. I know that as time passes it will become clear that through Mr. Waibel’s unethical, poor, and questionable decisions, Junior was squandered his inheritance. Finally, the evidence will also show that Waibel, once he became Junior’s Trustee, began and continued to act like Junior’s father in his lust for young girls in the Pacific and Asia.
